The Philippines' phased e-invoicing rollout targets major taxpayer groups by December 31, 2026, to improve tax compliance and enable near real-time reporting. The Philippines' fiscalization process is done through certified hardware and software platforms that transmit structured transaction data via API. The public body that governs fiscalization in the Philippines is the BIR, also known as the Bureau of Internal Revenue.
Type of fiscalization: Hardware and Software
Fiscalization in the Philippines is a hardware and software type, managed through certified sales machines and the Bureau of Internal Revenue (BIR) Electronic Invoicing System (EIS) via API integration. This applies to retail and other commercial transactions, primarily for B2B, B2C, and B2G sales.
The certified issuing software creates transaction data in JSON format, contains mandatory receipt and tax details, applies a digital signature, and submits it to the BIR for validation within three days. After successful processing, the tax authority validates the submission and records it in its central system.
For standard retail transactions, the main document issued is a sales invoice, while supplementary non-fiscal documents like collection receipts can be provided to customers.
Retailers are required to use BIR-accredited POS hardware and certified software, which must display an official Permit to Use (PTU) or Machine Identification Number (MIN) sticker on physical devices.
