The 2019 Law on Invoice and Circulation Monitoring System has introduced a software-based fiscalization system in Albania, removing the need for any fiscal device certification and introducing a mandatory POS application certification instead.

Shifting from a hardware-based fiscalization system, in 2020 Albania introduced a software-based fiscalization into the country and made POS application certification mandatory. The fiscalization procedure is based on real-time communication between the taxpayer and the tax authorities, via the exchange of XML messages.
