An important reform of the fiscalization system has started several months ago. The HW-based country has become the online fiscalization country, with new deadlines and new requirements which must be implemented and respected. From the 1st of January 2021, the online fiscalization reform will be implemented. In the beginning, the usage of this system is voluntary but the update of the solution is fixed, and it must be respected by the taxpayers.
Montenegro
Although fiscalization has been present in Montenegro since 2001, crucial changes happened in this field. Montenegro entered the group of countries that applies the so-called „Online“ type of fiscalization. The new fiscal law – The Law on Fiscalization in Turnover of goods and services, was adopted in 2019, but the application of it was postponed until January 1, 2021. In 2020, mainly from June, few bylaws that are regulating different topics were published.

On May 6th, 2022, members of the Parliament of Montenegro adopted the amendments to the Law on Law on VAT and Law on Excise Taxes.
