With full SEPA functionality set to begin on October 6, 2025, these initiatives aim to enhance security, efficiency, and EU alignment in the country's financial system.

The Central Bank of Montenegro (CBCG) held the first session of the National Payment Committee, focusing on the modernization of the national payment system.

Discussions covered the launch of the RTS/X platform, technical integration of Montenegrin banks into SEPA (Single Euro Payments Area) payment schemes, SEPA pricing, and TIPS (TARGET Instant Payment Settlement). Clone project and the introduction of IBAN.

The introduction of IBAN will enhance security, efficiency, and regulatory compliance and improve the competitiveness of the financial system.

Montenegro’s SEPA accession is progressing on schedule, with technical testing and tariff finalization underway ahead of the October 6, 2025 launch, when cross-border SEPA transactions will become available to citizens and businesses.

The TIPS Clone system, developed with the European Central Bank and the Bank of Italy, will enable 24/7 real-time instant payments with irrevocable settlement.

The National Payment Committee, coordinated by CBCG, promotes safe and efficient payment services and cooperates with EU counterparts. It includes representatives from the Ministry of Finance, banks, the Banking Association, the Employers’ Union, fintech, and NGO sectors.
