iThe Legal section covers the rules and official information needed to understand fiscalization and related compliance obligations in each country. It includes official laws, draft regulations, tax authority guidance, public consultations, legal interpretations, and updates on upcoming regulatory changes. This section helps users identify the legal basis of each requirement and follow the regulatory context behind fiscal, e-invoicing, e-reporting and retail compliance obligations.
Technical
iThe Technical section provides practical information on how fiscal, e-invoicing, e-reporting and other compliance requirements apply to POS, ERP, middleware and other business systems. This section may include details on technical integrations, data formats, communication with tax authorities, fiscal devices, electronic documents, archiving, offline mode, certification and mandatory system functionalities. Its purpose is to give users clear and implementation-oriented guidance for operation in a specific country.

Highlight
Turkey was one of the first countries to introduce fiscalization in 1985, mandating the use of pre-certified cash registers for VAT taxpayers of a certain size and business field. In 2013, the New Generation Cash Registers were introduced, at first only for roadside parking purposes, and later available for VAT taxpayers. The hardware fiscalization system was dominant in Turkey until 2020, when the software fiscalization system was introduced, resulting in Turkey having two types of fiscalization systems today. The official currency is the Turkish lira (TL).

Turkey’s fiscalization system has long been limited to hardware. Initially, certified cash registers were used, and in 2013, the New Generation Cash Registers were introduced. In 2020, Turkey modernized its fiscalization system, introducing the software fiscalization (e-Invoicing system). Companies in Turkey can opt for processing their transactions through invoicing platforms in a special B2C e-Invoicing format, known in Turkey as e-Archive. Today, Turkey has two fiscalization systems (hardware and software), and companies operating in Turkey can use either the hardware or software system, provided that they fulfil the necessary requirements.
