Are vending machines subject to fiscalization in Portugal?

The question arises in terms of how vending sales devices are treated in Portugal and whether they are indeed subject to fiscalization. By law, wherever there is a sale of goods or a provider of services, it is mandatory to document those sales, by issuing invoices, using the 3 predefined methods. Does vending have to do so too?
