Track and trace system for tobacco products in Poland

The latest updates for the sale of tobacco products in Poland state that from May 20, 2024, all products containing tobacco will also be included in the special system of Track & Trace. So far, the EU System for Tracking the Movement and Origin of Tobacco Products (Track&Trace) has covered cigarettes and roll-your-own tobacco. From May 20, 2024, all other tobacco products (including cigars, cigarillos, snuff, and water pipe tobacco) will be included in the products covered by the Track&Trace system. As a consequence, the Track&Trace system will cover all tobacco products subject to excise duty and non-excise tobacco products intended for consumer consumption that contain tobacco.

The goals of this system are to combat the illegal trade in tobacco products and protect public health, the state budget, and entities conducting legal activities in the field of tobacco products.

From the perspective of entrepreneurs, this means that all entities involved in the production, storage, distribution, and sale of tobacco products must be registered in the Track&Trace system. You can do this at www.idissuer.pl. Polska Wytwórnia Papierów Wartościowych SA is responsible for the registration.

Places of sale that offer tobacco products to consumers must also register with the system. This is the only obligation imposed on retail outlets related to the operation of the Track&Trace system, but failure to fulfill it may prevent the purchase of tobacco products from suppliers as of May 20, 2024.
