Lithuania begins shift toward EU-compliant Structured E-Invoicing

Lithuania plans to implement nationwide structured e-invoicing by 2028, using the EU standard EN 16931 and aligning with the 2030 VAT in the Digital Age reforms. The system will likely adopt a 5-corner model with real-time reporting to the SABIS platform, building on its existing eSąskaita B2G infrastructure and offering free API-based tools for businesses.

Lithuania has set its sights on a full-scale transition to structured electronic invoicing, aligning with EU standards to modernize tax reporting.

A nationwide rollout of structured e-invoicing by 2028, will be based on the EU norm EN 16931. Integration with the July 2030 VAT in the Digital Age rules for intra-community trade. Probably, adoption of a 5-corner e-invoicing model will be accepted, allowing businesses to exchange invoices directly, with real-time reporting to the government’s SABIS platform. 

The Ministry for the Economy launched planning and procurement steps in 2023. The solution will offer free tools for invoice submission via API or accounting systems.

Focus areas include:

·         Submitting sales invoices

·         E-invoice exchange between suppliers and clients

As a reminder, Lithuania already operates the eSaskaita platform for public sector invoicing (B2G), based on the PEPPOL standard—active since July 2017.
