Norway has updated how access rights are handled in the new Altinn system.

In the new Altinn, some roles registered in the Register of Legal Entities will no longer automatically receive the same access rights as they had in the old Altinn. This is because digital Power of Attorney is now granted based on legal rules on who may represent a business electronically.

The affected roles include business manager, contact person, board member, deputy chair and Norwegian representative for a foreign entity. However, there are exceptions. For example, business managers for housing cooperatives and condominium associations will still automatically receive Power of Attorney. Contact persons for NUF will also receive certain access packages.

For businesses, this means that some users may lose access they previously had. If this happens, the access must be granted by the company’s Main administrator in Altinn.

The Main administrator has broad authority to delegate access rights and Power of Attorney. This role may typically be held by the managing director, chair of the board, sole proprietor, participant with a national identity number, or another person who has already been delegated this access.
