Summary
The Ministry of Finance calls all interested parties in the project of electronic invoices, providers of the solutions, private companies, and others to analyze the draft versions of the ordinances and rulebooks prepared by the Ministry of Finance and to submit their respective opinions on the prepared draft versions of the below-specified acts.

These rulebooks and ordinances are based on the Law on E-Invoicing.
The following draft versions of the Ordinances and Rulebooks, the Ministry of Finance has prepared, for the public consultancy and analyses as the obligatory step before moving forward to the final form of the respected legal acts.


- Decree on detailed conditions and manner of keeping and making available electronic invoices and on the manner of ensuring the authenticity and integrity of the contents of invoices in paper form;
- Decree on the procedure and conditions for giving and revoking consent for performing the activities of an information intermediary;
- Decree on detailed conditions and manner of using the invoice management system;
- Rulebook on closer regulation of the elements of electronic invoice, form, and manner of delivery of accompanying and other documentation, manner, and procedure of electronic recording of tax calculation in the system of electronic invoices and manner of application of electronic invoicing standards;
-  Rulebook on the manner and procedure of registration for access to the electronic invoice system, the manner of access and use of the electronic invoice system, and the manner of using the data available in the electronic invoice system;
- Rulebook on the manner of acting of the central information intermediary and on the manner of keeping the register of information intermediaries.
The comments must be submitted to the e-mail address: elektronsko.fakturisanje@mfin.gov.rs, no later than June 28, 2021, by 12 PM.
After considering the submitted comments, final drafts of bylaws will be prepared.
