Start of penalty execution for non-compliance with fiscalization rules in Albania

Although Law No. 87/2019 "On electronic invoice and the turnover monitoring system” (known as the law on fiscalization) was published in the official gazette in January 2020, penalties for non-compliance with the law on fiscalization were postponed for a limited category of taxpayers until 30th June 2022.

As a reminder for taxpayers, from June 30th, 2022, penalty execution for noncompliance with fiscalization rules will be applied to:

1. Taxpayers registered for the simplified corporate income tax on small businesses that are not registered for VAT and carry out only cash sales to final customers who are nontaxable persons;
2. Taxpayers that supply water to final consumers;
3. Taxpayers operating in the regulated electricity sector; and
4. Banks or financial institutions concerning the notification of e-invoice payments issued by taxpaying entities.
