How are the data transmitted to the revenue agency in Italy in terms of the receipt lottery according to the new rules?

At the end of January 2023, certain rules and technical specifications are introduced in terms of the lottery code, which must be present on the commercial document-fiscal receipt) in Italy. As a reminder, RT techniques (Version 11) must be complied with by the new models of Telematic Register and RT-server that present an instance of approval after June 30, 2023.

In particular, all models of telematic recorders are configured in order to generate and include in the commercial documents, a two-dimensional code that respects the characteristics reported in the technical specifications published in January this year. More precisely, the Telematic Register, or RT-server, distributed throughout the day and at closing time daily, processes the data contained in the memory permanently, generates an XML file according to the layout shown in the attachment "Attachment - Commercial Document Data Types for Lottery Purposes.".

The recorder Telematic or the RT server generates the record layout made up of all the commercial documents accompanied by the customer lottery code, as well as stores it in the device, to then transmit it to the Revenue Agency. Thereafter, transmission to the Revenue Agency takes place via a special service lottery or payments" in "API-REST" mode on an encrypted channel exclusively with TLS 1.2 protocol exposed with the same address of the remaining services in the field of daily fees as specified in the annexes to this provision. RT devices generate the record layout, made up of all the commercial documents accompanied by the customer lottery code, and store it in the device, to then transmit it to the Revenue Agency. Their transmission to the Revenue Agency takes place via a special service lottery and payments" in "API-REST" mode on an encrypted channel exclusively with TLS 1.2 protocol exposed and the same address as the remaining services in the field of daily fees.

In particular, in addition to the data device identifiers, the data being transmitted for lottery purposes on the receipts with deferred extraction are:

1. a) name of the transferor or provider
2. b) complete identification or progress of the transmitted document
3. c) identifier of the cash point (in the case of an RT server)
4. d) date and time of the document
5. e) amount of consideration, amount of consideration paid in cash
6. f) amount of consideration paid by electronic means and amount of fee not paid
7. g) customer lottery code

Also, return and cancellation operations must be communicated to the agency.
