The Montenegrin social partners have recommended amendments to the Law on Internal Trade to the Ministry of Economic Development and Tourism, which would allow for the abolishment of non-working Sundays during the summer and winter seasons for 2023–24.

The Ministry has stated that they will accept what the unions and employers agree on. The Social Council, consisting of representatives from trade unions, employers, and the government, adopted a recommendation on amendments to the law on March 31st.

The compromise proposal submitted by the social partners allows for Sunday trading from 7:00 a.m. to 3:00 p.m. or from 3:00 p.m. to 11:00 p.m. during the summer and winter tourist seasons, from June 1st to August 31st and December 1st to January 31st.

Retailers can work in only one sales facility in one municipality, and they must inform the Labor Inspectorate at least 15 days before the start of work. The retailer must also allow employees who work on Sundays to use the first following Saturday as a day of annual rest, and such employees will be entitled to an 80% increase in wages per hour.

The changes to the Law on Internal Trade will be valid for one year from the date of entry into force of the law, after which the social partners and the government will assess their effects.
