This rulebook, as stated by the TA, is the first of the awaited acts that describes in more detail the new requirements set out for being approved as an operator (i.e., fiscal system operator) in the new fiscalization model of the Republic of Srpska.
The Rulebook consists of various requirements, including the need to obtain approval in order to perform the activities of the operator of the fiscal system, the specific conditions that the operator would have to meet, the competent authority that grants the approval, and a number of other requirements, inclusive of the rights and responsibilities of the operator.

New Consumer Protection Rules Based on Draft Law in the Republic of Srpska

The upcoming Consumer Protection Law in the Republic of Srpska is set to introduce mandatory issuance of pro forma invoices (“Predračun”) for services over 100 KM, particularly affecting stores offering repairs or maintenance. Traders will need to obtain written consumer consent before providing such services, and issue the invoice using an electronic fiscal device, clearly labelled as “THIS IS NOT A FISCAL RECEIPT.” Read more
