Starting July 1, 2025, Portugal’s Tax Portal no longer allows businesses to issue unfilled or blank invoices and invoice-receipts, requiring all documents to be completed digitally at the time of issuance. Invoices not collected by July 14, 2025, or used beyond the transitional period, will be canceled, and any unused forms must be destroyed to comply with the new rules.

As of 1 July 2025, the Portuguese Finance Portal has discontinued the option to issue unfilled or blank invoices and invoice-receipts, bringing a notable change for businesses that previously relied on printable blank templates. Users can no longer create handwritten or manually filled invoices via the Tax Portal.

Important deadlines:

·          After June 30, 2025, it will not be possible to obtain invoices or invoice receipts without filling them out on the Tax Portal;

·         After June 30 and until July 7, 2025, you can use invoices or invoice-receipts obtained until June 30, 2025 to title services rendered or transfers of goods carried out until this date;

·          Invoices issued must be collected on the Finance Portal by July 14, 2025;

·          Invoices and invoice-receipts without completion, obtained up to June 30th and which have not been collected by July 14th, 2025, will be cancelled by the AT;

·          After July 1, 2025, it will only be possible to issue Receipts without filling in, which must be used exclusively to entitle payments for invoices without filling in issued before the aforementioned dates.

If the deadlines are not met, the documents will be considered invalid. The Tax administration warns that you must destroy any unused forms and issue the documents again, in accordance with the rules in force.
