Germany: TSE Requirement for Taxis and Rental Cars from 2026

Beginning January 1, 2026, all German taxis and rental cars must use a BSI-certified Technical Security Device (TSE), replacing outdated systems like INSIKA to ensure tamper-proof recording of tax-relevant trip data. Businesses must upgrade before the deadline to avoid fines, choosing either certified hardware or cloud-based TSE solutions.

Starting January 1, 2026, every taxi and rental car in Germany must use a certified Technical Security Device (TSE). Old systems, such as INSIKA (an older German security system used primarily in taxis and rental cars to protect trip and payment data from manipulation), will no longer be permitted. Businesses that do not upgrade in time can face significant fines.

The TSE securely records all tax-relevant data from each trip, such as:

-       time and date

-       type of ride

-       fare amount

-       vehicle registration number

This system prevents manipulation and ensures proper tax reporting. It is required by the German Cash Register Security Ordinance (KassenSichV) and Section 146a of the Tax Code. TSE has already been standard in retail and hospitality since 2020.

Until December 31, 2025, older systems (like INSIKA) may still be used.

But: New taximeters and odometers must already include a certified TSE. As of 2026, using non-compliant systems will be a regulatory offence.

There are two types of TSE solutions:

1. Hardware modules – approx. €500 per vehicle (one-time cost),

2. Cloud-based TSE – monthly subscription fees.

Both options are tax-deductible business expenses. Before buying, companies must ensure the TSE solution is BSI-certified, whether it’s a retrofit kit or a new factory-installed device.
