Romania’s Fiscal Receipt QR Code Requirement Still Faces Uncertainty

Romania’s requirement to print a QR code on fiscal receipts is currently expected to apply from November 1, 2026, following two postponements.

The measure was introduced in 2024 to help consumers verify whether receipts are genuine. The QR code must contain the receipt’s date and time, identification number and the fiscal series of the cash register.

However, businesses still cannot implement the requirement because the secondary legislation and technical rules have not been finalised. Cash register software must first be updated, tested and approved, while some older devices may need to be replaced.

The relevance of the QR code requirement is also being questioned. In May 2026, the Ministry of Finance launched the iBon mobile application, which can verify receipts by scanning the information already printed on them, without requiring a QR code.

For now, the November 2026 deadline remains in place, but further clarification from the authorities is needed on the technical rules and whether the QR code obligation will still be maintained.
