Brazil Postpones Automatic Rejection of Fiscal Documents Missing Federal VAT and State VAT Data

Brazil’s Federal Tax Authority and the IBS Management Committee (CGIBS) have postponed the activation of certain validation rules for the Federal VAT (CBS) and State VAT (IBS) information in electronic fiscal documents.

The validation rules were originally expected to apply from August 3, 2026. Under the temporary change, electronic documents will still be authorized even if certain required Federal VAT or State VAT fields are missing.

The measure covers several electronic fiscal documents, including e-Invoices, e-Receipts, e-Transport document, e-Valuables transport document, e-Passenger Ticket, and e-Communication service invoice.

However, the authorities have stressed that this does not suspend the obligation to include and report Federal VAT and State VAT information. The official implementation timetable remains unchanged, and businesses are still expected to adapt their systems and correctly populate the new tax fields.

The temporary relaxation is intended to prevent technical problems from causing fiscal documents to be automatically rejected and disrupting invoicing or business operations during the transition to Brazil’s new tax system.

Businesses should therefore continue updating and testing their ERP, invoicing and fiscal systems for Federal VAT and State VAT, even though missing information will not currently result in automatic rejection of the affected documents.

The authorities have not yet announced a new date for activation of these validation rules.
