Brazil Publishes Implementation Timetable for IBS/CBS e-Invoicing Reforms

Brazil has published the implementation timetable for adapting its electronic invoicing system to the new State VAT (IBS) and Federal VAT (CBS) taxes, which form part of the country’s broader VAT reform running from 2026 to 2032.

Brazil already operates an extensive electronic fiscal documents framework, under which businesses must issue and validate electronic fiscal documents through federal, state or municipal Tax Authority systems. The introduction of IBS and CBS requires changes to these existing documents and their technical layouts.

The rollout started on August 3, 2026 and will continue in phases:

  •  August 3, 2026 – Core fiscal documents, including e-Invoices (NF-e), e-Receipts (NFC-e) and e-Transport Documents (CT-e), begin supporting IBS and CBS.
  •  October 1, 2026 – The changes extend to service invoices (NFS-e), telecommunications and import-related documents.
  •  December 1, 2026 – Requirements expand to digital platforms, digital products and sector-specific fiscal documents.
  •   January 1, 2027 – Import declarations and National Simplified Tax Regime (Simples Nacional) reporting are brought into the new framework.

The reform introduces two VAT-style taxes: CBS (Contribution on Goods and Services), administered at the federal level, and IBS (Goods and Services Tax), administered by states and municipalities.

During the transition period, the existing taxes and the new IBS/CBS system will operate simultaneously. This means businesses will need to maintain existing Brazilian tax requirements while also calculating and reporting the new taxes.

As part of the reform, electronic fiscal documents such as e-Invoices (NF-e-) and e-Receipts (NFC-e) are being updated with new fields for CBS, IBS and, where applicable, the Selective Tax. Other documents, including Electronic Service Invoice (NFS-e), Electronic Transport Document (CT-e) and Electronic Passenger Ticket (BP-e), are also being adapted through new technical specifications and XML layout updates.

For businesses and software providers, the timetable provides clearer deadlines for updating invoicing, POS, ERP and tax-reporting systems to support Brazil’s new VAT structure.
