The connection of the cash registers to the Romanian National Agency for Fiscal Administration - ANAF’s server eliminates the obligation to submit the A4200 declaration. Romanian taxpayers are obliged, starting with March 31, 2021, to ensure the connection of the cash register to the ANAF’s server, respecting the connection deadlines for each type of taxpayer – until June 30, 2021, for big taxpayers, until November 30, 2021, for medium and small taxpayers and at the time of taxation if this operation is carried out after June 30, 2021, respectively November 30, 2021, depending on the category of taxpayers holding fiscal ECR. Following the new rules, taxpayers who are using electronic fiscal cash registers are obliged to export once a month, for the previous month, a collection of files (XML files, each file representing a fiscal day and an XML summary) from the cash registers and send them to ANAF by the 20th of the current month. The A4200 declaration is an application provided by Romanian National Agency for Fiscal Administration (ANAF) that validates and transmits the XML files, exported from the cash register, to ANAF. These files are encrypted, signed with the digital signature from the cash register, and can only be accessed and processed by the applications and authorized ANAF’s personnel.
After connecting the cash registers to the ANAF’s server, there will be no need to deposit A4200, because the cash registers will send files with the daily sales immediately after issuing the daily closing report of the cash register (Z report). The elimination of A4200 is a benefit: both for taxpayers who no longer have to use accountants and service technicians to extract and submit these files to ANAF, and on the other hand for accountants who will have fewer statements to submit.
The obligation to deposit A4200 remains only for a small part of the taxpayers, under certain conditions: this report is obligatory only for Romanian merchants whose cash registers are installed in areas that are not served by communication networks. They will be obliged to submit a declaration on their responsibility stating that the cash register works in an area without a telecommunication signal. Deadlines for submitting the declaration on one’s responsibility are: until June 30, 2021, for large taxpayers; until November 30, 2021, for medium and small taxpayers; within 2 working days from the date of installation of the electronic fiscal cash register, for the taxpayers who purchase electronic fiscal cash registers after July 1, 2021, respectively December 1, 2021.
