The introduction of e-invoicing is intended to lighten the administrative burden and reduce payment deadlines as well as, accelerate VAT declaration through pre-filled declarations. In addition, to the mandatory creation of e-invoices, companies will have to send their B2B invoices as well as certain transaction data either to a public portal or an approved private platform.

This kind of information sharing raises some online privacy concerns. To that extend the French Ministry of Finance has provided some measures that will be put in place to guarantee the protection of personal data. These measures are: 

  • B2C transactions will not contain any personal data. Transaction data will be aggregated. 
  • B2B transactions will not contain any more information than it is already necessary for an invoice to contain.
  • National Commission for Computing and Liberties has given a green light to the continuation of this project.
  • Dematerialization platforms will be subject to registration for a renewable period of 3 years. 
  • The platforms will have to be compliant with business secrecy rules as well as GDPR.
