Bulgaria is advancing its preparations for euro area membership with proposed amendments to Decree No. 168 of the Council of Ministers of 2015. The draft decree, currently under discussion from May 13 to June 12, 2025, seeks to refine the work of the Coordination Council responsible for overseeing Bulgaria’s transition to the euro.
The initiative falls under the Ministry of Finance’s "Drafts of Regulatory and Other Acts" category. Citizens, businesses, and non-governmental organizations are invited to contribute their opinions and proposals during the consultation period, reinforcing collaborative decision-making in regulatory developments.
In accordance with Article 26 of the Law on Normative Acts, draft legislation must adhere to principles of necessity, predictability, transparency, and proportionality. Before submission for approval, drafts are required to be published online alongside explanatory reports, impact assessments, and feedback received during consultations.
The minimum consultation period is set at 30 days, except in exceptional cases where a shorter timeframe—no less than 14 days—may apply. Following the consultation phase, a comprehensive report summarizing submitted proposals and reasons for any rejections will be publicly released.
Government officials emphasize the importance of early engagement in the consultation process to ensure that the decree effectively supports Bulgaria’s euro area transition. Stakeholders are encouraged to review the draft and submit their feedback by June 12, 2025, via the Ministry of Finance’s official portal.
We need to underline that still there is no official date for adopting the euro as the official currency.
