Legal businesses in Romania are required to equip themselves with card acceptance terminals no later than January 1, 2023! Debit, credit, and prepaid cards must be accepted as a form of payment through a POS terminal by legal entities that engage in retail and wholesale activities (as defined by Government Ordinance No. 99/2000 on the marketing of market products and services, republished, with subsequent amendments and completions), as well as those that engage in service-related activities and generate annual sales of more than 10,000 EUR in Lei equivalent.

The operation described in Article 271 paragraph 1  of Law No. 227/2015 establishing the Fiscal Code, with later amendments, will be deemed to be the activity of delivering services within the meaning of this Regulation. The above-mentioned legal companies are required to accept debit, credit, and prepaid cards using POS terminals and/or other cutting-edge acceptance solutions beginning with the quarter after the one in which receipts for that year exceeded the threshold of 10,000 euros. The exchange rate used to calculate the equivalent in Romanian leu (RON) is that announced by the National Bank of Romania on the final day of the preceding year.

This amendment enters into force on January 1, 2023, for the companies that meet the envisioned threshold.
