France’s Chorus Pro platform will remain the official e-invoicing solution for public sector transactions even after the 2026 rollout of new B2B e-invoicing and e-reporting obligations. Public sector suppliers can continue using Chorus Pro or opt for certified platforms, but certain invoices—like works contracts—must still go through Chorus Pro, with full compliance expected by September 2026.

The French tax authority has officially confirmed that the Chorus Pro platform will continue to serve as the public sector’s e-invoicing framework even after the launch of the new B2B e-invoicing and e-reporting obligations from 2026 onwards. Originally introduced in 2017, Chorus Pro has been the standard platform for electronic invoicing between businesses and public administrations in France. Its continued use ensures continuity, stability, and efficiency in public sector invoicing processes.

Starting September 2026, suppliers to the public sector will have two main options for transmitting their invoices. They can either use a Partner Dematerialisation Platform (PDP) or continue using Chorus Pro with its existing transmission methods—via portal submission, EDI, or API. However, some invoice types, such as works contracts or reimbursement requests, will still require submission through Chorus Pro only.

The French government aims to simplify the transition for businesses by allowing them to continue using their existing tools and methods. Chorus Pro will not only remain a receiving platform for invoices but will also act as an issuing platform for VAT-liable entities within the public sector. This includes the State, public operators, local authorities, and public interest groups.

Chorus Pro already supports formats such as Factur-X, UBL, and CII, which align with the upcoming legal standards. The platform’s integration with Hélios, the local accounting system used by DGFiP, ensures that public entities can transmit invoices in XML format, with Hélios converting them to the new Factur-X standard.

A shared roadmap by DGFiP and AIFE has been created to prepare all public sector bodies for full compliance by the reform date. To support this, a dedicated event for software publishers is scheduled for October 2025, providing technical guidance.

Public entities are advised to assess their current tools and confirm with their software providers that updates will meet the upcoming standards. Those not yet compliant with Chorus Pro must urgently begin preparations, as penalties for non-compliance will apply from 2026.
