Adjustments to Invoice Issuance Deadlines (Decree 70/2025/ND-CP, Taking Effect June 1, 2025)
Decree 70/2025/ND-CP is shaking things up regarding when invoices need to be issued for certain services that are used frequently (like electricity, water, loans, crude oil processing, and medical services). It's also bringing in new guidelines for invoice issuance related to insurance, lottery, casino, and prize-based electronic games.
What you need to know: These changes to when invoices are issued will start being enforced on June 1, 2025.
Who Needs to Use E-Invoices from Cash Registers (Decree 70/2025/ND-CP)
Starting June 1, 2025, if you're a business household or individual pulling in at least 1 billion VND (38,454.14USD) in annual revenue, or a business selling stuff or services directly to consumers (think shopping malls, supermarkets, retail stores (but not cars), restaurants, hotels), you're going to have to use electronic invoices that come directly from your cash registers.
Instances Where Invoices are Used per Event (Decree 70/2025/ND-CP)
Two fresh scenarios have been included:
- Businesses undergoing bankruptcy proceedings yet continue to function under the watchful eye of the court.
- Businesses, organizations, or people when documents are being clarified or require additional details.
New Situations Mandating Invoice Issuance Starting June 1, 2025
Invoices will be required for the following:
- Goods that are sent abroad.
- Services rendered to foreign businesses or individuals.
- Support services for railway transport, television advertising, online commerce, banking, international money transfers, securities, and computerized lotteries.
- Insurance policies, lottery tickets, casino gaming, and prize-based electronic games.
- Lending operations.
- Foreign exchange agency services and currency payment services.
