The lottery of receipts represented a part of a legislative package adopted in 2014, including the introduction of fiscal electronic cash registers equipped with electronic journals capable of transmitting data online to the tax administration.
The lottery of tax receipts was carried out over the course of about 5 years and involved the payment of prizes worth around 60.000.000 lei.
Reasons for this measure revocation are stated as follows:
- the economic operators in Romania are equipped with modern fiscal electronic cash registers, which have been, for the most part, connected to the ANAF information system and transmit daily information on the receipts made by traders, which is a very useful tool in carrying out risk analysis and, implicitly, streamlining the control mechanism.
- by reference to the new realities and control methods specific to digitalization, this measure no longer represents an efficient method of combating tax evasion in order to avoid the further commitment of some expenses from the budget funds for the organization of the Lottery of fiscal receipts, it is necessary to repeal the provisions regulating the organization of the Lottery of fiscal receipts.
Also, it is specified that the amounts related to the payment of suspended (lottery) prizes as well as the amounts established (individualized or not) by final decisions of the court, as a prize in the Lottery of tax receipts, are paid by the Ministry of Finance within the limits of the amounts approved for this purpose in the budget of the same Ministry.
