Turkey’s Revenue Administration has released a draft package for the new e-Expense Receipt (e-Gider Pusulası) system and invited public feedback until today, 8 October 2025.
The e-Expense Receipt will digitize the issuance and storage of expense receipts, especially for purchases from tax-exempt tradespeople. Until now, these receipts have largely been paper-based.
Expense receipts are official documents issued to record payments made to individuals or entities not registered for VAT, such as tax-exempt tradespeople, small artisans, farmers, or freelancers.
The application is part of the e-Archive framework, designed to integrate with Turkey’s wider electronic document infrastructure. Stakeholders can review the draft and provide feedback through the Revenue Administration’s e-document portal (ebelge.gib.gov.tr) or by email.
Why does it matter?
- Simplifies business operations by cutting paperwork,
- Increases transparency in transactions with tax-exempt suppliers,
- Strengthens Turkey’s digital tax tools, joining existing systems such as e-invoice, e-waybill, and e-self-employment receipts,
- Supports the government’s goal of reducing the informal economy and improving tax audits.
After reviewing feedback, the administration will finalize the package and officially launch the e-Expense Receipt application.
