The Ministry of Trade has amended the Price Tag Regulation (Official Gazette No. 29044, dated June 28, 2014), introducing several new provisions to improve price transparency, digital accessibility, and consumer protection. The new regulation took effect on the date of its publication.
Changes:

New definitions added
- Tare: The weight of a container (e.g., bowl or tray) used to weigh open products — excluding light packaging like plastic bags or paper wraps.
- QR Code: Defined as a visual link that gives consumers access to the price list.

Digital price information
- Businesses selling printed goods (like books, newspapers, magazines) can now use electronic devices to show prices.
- These devices must be easy to use, functional, and available in sufficient numbers.

Restaurant and café price display rules
- Price lists or tariffs must be clearly visible:

Inside the workplace and at each entrance,

And on tables in restaurants, cafés, patisseries, and similar venues.
- Businesses can display price lists via QR codes on tables, but must provide a physical copy if the customer asks.
- All items offered for sale must be included in the price list.
- Establishments will be required to upload their price lists to an official digital system, to be created by the Ministry of Trade, within three months after the data transfer procedures are published.
- This system will allow public access to menu prices, improving transparency.

Open products and tare weight
- When weighing open (unpackaged) goods, sellers must deduct the tare weight (the weight of the container) to determine the net product weight.

Discount pricing rules updated
- The lowest price applied in the 10 days before a discount must be used as the reference price.
- For perishable goods (like fruits and vegetables), the price immediately before the discount is used instead.

Service fees must be transparent
- Any extra fees or service charges must appear clearly on the price list.
The updated regulation modernizes pricing practices by allowing digital and QR-based menus, improving price accuracy and transparency, and ensuring fair measurement for open goods. It also introduces a new national system for publishing menu prices online, aiming to make restaurant and retail pricing more open and standardized across Turkey.
