Starting January 1, 2026, new rules will require all merchants in Italy to connect their electronic cash registers with electronic payment terminals.
The Revenue Agency has released official guidelines explaining how to "pair" these systems. Dedicated online service will be available in the reserved area of the Agency’s website. This solution was developed in collaboration with trade associations.
Retailers/merchants—or their intermediaries—must log into their reserved area and link the serial number of their registered electronic cash register-fiscal device with the identification details of their payment terminals. The system will automatically show a list of payment instruments already reported to the Agency by financial operators.
If merchants use the Agency’s web procedure instead of a physical register to store and transmit daily transaction data, the pairing can be done directly within that same system.
Therefore, for payment instruments that are already in use on January 1, 2026, or that are used during January 2026, there will be a grace period of 45 days starting from the moment the online service becomes available. During those 45 days, the business must complete the pairing for all existing devices.This means that, when the Revenue Agency publishes a date from which it is possible to 'pair' these systems, the deadline of 45 days will start to count.)
Once the system is fully operational, the rules for new payment instruments (those purchaed or bought after January 2026) are different. When a business obtains and activates a new payment terminal, it must register and pair it within a specific time window: starting from the 6th day of the second month after the device becomes available for use, and finishing no later than the last business day of that same month.(for example, new payment terminal started to use on 20th February 2026- "pairing" must be perfomed between 6-30 april 2026).
Reagrding fiscalization requirements- fiscal device and fiscal receipt requirements- there are no changes.
