General information
In 2026, the standard VAT rate in Estonia is 24%. This rate applies to the vast majority of goods and services, including retail trade, online sales, advisory, marketing, IT, and construction services.
Estonia also applies two other rates:
- Reduced rate of 9% – applies to selected cultural, educational, and accommodation items, including books, press, and hotel services.
- 0% rate – mainly applies to exports of goods outside the EU and intra-Community supplies. In these cases, the sale is taxable but no VAT is charged, while the seller retains the right to deduct input VAT.
The VAT rate depends on the nature of the product or service. This relatively simple system makes VAT in Estonia clear and predictable for financial planning.
VAT registration obligation in Estonia
The obligation to register for VAT arises when an entrepreneur’s annual domestic turnover exceeds €40,000. Once this threshold is reached, the business must register as a VAT taxpayer and begin charging VAT on subsequent transactions.
VAT Registration Process in Estonia
The VAT registration process in Estonia is largely digitised. The application is submitted electronically to the Estonian tax authority, together with basic company data and a description of planned activity. After positive verification, the authority assigns a VAT number. This allows the company to legally issue invoices with Estonian VAT and settle tax. The entire procedure is relatively quick, which is one of the advantages of the Estonian tax system.
