Starting July 1, 2026, Italy will introduce a new rule that makes VAT refunds easier for non-EU travelers. According to Resolution No. 248879, issued by the Customs Agency on April 28, 2026, invoices addressed to the same buyer can now be validated cumulatively, even if the refund request is submitted through tax refund companies.

Cumulative validation: Multiple invoices for the same buyer can be grouped for validation, streamlining the process.

Refund requests: Travelers using tax refund companies will benefit from this simplification, as the new rule applies regardless of the submission channel.

The measure implements provisions from the 2026 Budget Law.
