Brazil’s Federal Tax Authority and the IBS Management Committee have postponed the mandatory CNPJ registration for individuals issuing fiscal documents from July 2026 to January 1, 2027.

The measure gives affected taxpayers, including self-employed professionals, service providers and individual rural producers, more time to prepare for the new State VAT (IBS) and Federal VAT (CBS) requirements. Existing tax identification methods may continue to be used until the new deadline.

A simplified, fully digital CNPJ registration system, inspired by the Individual Microentrepreneur (MEI) model, is expected to become available in November 2026. A test environment will also be opened to help tax-document issuers adapt their systems.

The CNPJ will be used for tax identification and electronic document issuance. It will not convert an individual into a legal entity.
