The Spanish Tax Agency has launched an inspection campaign targeting dual-use invoicing software ahead of the July 29, 2025 Verifactu compliance deadline, emphasizing its crackdown on tools that enable invoice manipulation. From July 30 onward, all new or updated invoicing software must fully comply with Verifactu standards, with non-compliance risking fines of up to €150,000.

Regarding deadlines for the Veri*factu compliance deadline, the Spanish Tax Agency has launched a major inspection campaign targeting dual-use invoicing software. Dual-use software is not allowed to be used for issuing invoices and is the main focus of the inspection.

Authorities carried out 119 inspections across 15 regions, signalling a strict stance against tools that enable sales concealment or invoice manipulation. As a reminder, July 29, 2025 is set as a deadline for all software developers and providers to ensure their invoicing systems comply with Veri*factu rules. Starting July 30, any new or updated invoicing software must meet full compliance standards, regardless of when clients must adopt the system. Non-compliance may result in fines up to €150,000.
