The draft law significantly improves consumer protection by guaranteeing their rights in all transactions involving goods and services. It emphasizes the protection of life, health, and safety, mandates fair commercial conduct, and defines clear rules on product sales, labelling, liability, and warranties.

It also addresses unfair business practices and contract terms, including those in distance and off-premises sales, and introduces specific provisions for tourist packages, timeshare arrangements, and electronic payment instruments. Moreover, it establishes the framework for consumer protection bodies, supervisory mechanisms, and penalty provisions to ensure effective enforcement.
