Slovenia requires a dedicated digital certificate to operate fiscal cash registers and validate receipts under the Tax Confirmation of Receipts Act (ZDavPR), without which taxpayers cannot report receipt data to FURS. Slovenian tax authorities remind taxpayers that a dedicated digital certificate is a mandatory requirement for operating fiscal cash registers and validating invoices under the Tax Confirmation of Receipts Act (ZDavPR). Without this certificate, taxpayers cannot submit data on business premises or issued receipts to the information system of the Financial Administration of the Republic of Slovenia (FURS).

The obligation applies to all taxpayers issuing receipts subject to fiscal validation, including users of bound receipt books and mini cash registers within the eDavki system. The certificate must be obtained before starting cash-based operations.

Applications for a dedicated digital certificate can be submitted exclusively via the eDavki portal, while the certificate itself is downloaded through the Ministry of Public Administration (MJU) portal. Taxpayers who do not use eDavki may authorize a third party (such as an accounting firm or fiscal cash register provider) to apply for and manage the certificate on their behalf.

Each digital certificate is linked to a specific taxpayer, who may request multiple certificates or copies, depending on business and technical needs. Certificates can be installed on individual devices or centrally.

Once the application is submitted, the taxpayer receives a reference number and password, which are used to download the certificate in p12 format from the MJU portal. The certificate is typically available within 10 minutes and must then be installed in the fiscal cash register software or mini cash register application.

Taxpayers can also submit a formal request to revoke a dedicated digital certificate when necessary. For support, FURS provides technical assistance by phone and email during regular business hours.

The measure is part of Slovenia’s broader digital tax compliance framework, ensuring secure, real-time reporting of fiscalized invoices and stronger control over cash transactions.
