The Norwegian Ministry of Finance has put forward a proposal to change the VAT rules for postal transport. The goal is to make the system more neutral by aligning postal services with the general rule that international transport of goods is exempt from VAT.

Under current rules, transport services to or from outside the VAT area are usually VAT-exempt. An exception applies to Posten Norge, where letters sent abroad are not exempt unless they are part of bulk mailings.This created a situation where ordinary international shipments were exempt, but individual letters were not.

Proposed changes: individual postal items sent abroad would be VAT-exempt if the recipient is documented as being outside Norway. The exception for Posten Norge would be narrowed: only letters franked with stamps marked “Norway” or “Noreg” would remain taxable, while bulk mailings would stay exempt.

Timeline

  • The consultation process is open until July 29, 2026.
  • The new rules are planned to take effect on January 1, 2027.
