The Italian Revenue Agency has launched a new online service that allows retailers to virtually link their telematic cash registers (RT) with electronic payment terminals through the “Invoices and Fees” portal, as required under the 2025 Budget Law for transactions from January 1, 2026. Merchants must register existing POS devices by April 20, 2026, while newly activated terminals must be linked within a defined timeframe after activation using the portal’s “Connection Management” service.

The Italian Revenue Agency has activated a new online service enabling sellers/retailers to connect telematics registers (RT) with electronic payment instruments, in compliance with the 2025 Budget Law. The requirement applies to all transactions carried out after January 1, 2026.

Unlike a physical connection, the system establishes a “virtual” pairing via the Agency’s reserved online area. Merchants and their intermediaries can now access the “Invoices and Fees” portal, where a dedicated “Connection Management” service allows them to link the serial number of an electronic cash register already registered in the Tax Registry with the identification data of their payment terminals.

To simplify the process, the portal automatically displays the list of payment instruments previously communicated by financial operators. Merchants who use the Agency’s “Online Commercial Document” procedure instead of a cash register can also establish the connection through the same service.

For payment instruments already in use on January 1, 2026—or used between January 1 and 31, 2026—merchants have 45 days to complete the registration, with the deadline set for April 20, 2026.

For new POS terminals, the association must be completed between the sixth day of the second month following activation and the last working day of that month. For example, a POS activated in March must be connected between May 6 and May 31.

To assist merchants, the Revenue Agency has published a detailed operational guide on its website, complete with images and tables illustrating each step of the linking process. The site also hosts a comprehensive FAQ section, addressing scenarios such as the following:

  • Connecting one payment instrument to multiple registers
  • Exemptions for merchants whose POS (point of sale) is used exclusively for transactions not requiring a commercial document are outlined.
